On May 22nd, Guangdong unveiled six major "policy packages" aimed at promoting the high-quality development of its cultural industries, offering generous financial incentives, including rewards of 5 million yuan, 10 million yuan, and up to 30 million yuan.
These packages provide substantial funding across different cultural sectors. For instance, in the film and television industry, national-level key projects and Guangdong's premium products in the concept development or scriptwriting stage may receive up to 5 million yuan in support. For films, a domestic box office of 100 million yuan will earn a reward of 5 million yuan, while 500 million and 1 billion yuan in earnings will secure 8 million and 10 million yuan, respectively. For every additional 100 million yuan in box office revenue, a further 1 million yuan reward will be granted, with a maximum cap of 30 million yuan.
The packages also highlight Guangdong's support for internationally-oriented "Guangdong-made" content. For example, films produced in Guangdong and distributed overseas are eligible for rewards of up to 5 million yuan. In the eSports sector, the policy outlines a goal of bringing at least two top-tier international tournaments to the province by 2030.
These initiatives align with Guangdong's broader "Millions of Talents Gather in Guangdong" initiative. The animation and film policy package, for instance, calls for the recruitment of top global talent, particularly illustrators, video editors, and AI animators, to settle in Guangdong.
In 2024, Guangdong's core AI industry exceeded 220 billion yuan in output, ranking it among the national leaders. The province is home to over 1,500 core AI enterprises and has the highest number of national-level "little giant" enterprises specializing in AI. Many of the newly released policy packages emphasize the integration of AI technologies in cultural industries.
The packages also spotlight the pivotal roles of Guangzhou and Shenzhen. The policy package for the performing arts sector supports both cities in building themselves into international performance hubs.

奖励500万元、奖励1000万元、最高奖励3000万元……5月22日，广东重磅发布推动文化产业高质量发展六大“政策包”。
“政策包”对不同产业给出了“真金白银”的资金扶持政策。以影视产业为例，“政策包”对国家重点项目、广东精品项目，选题孵化或剧本创作阶段给予最高500万元扶持。在电影方面，故事影片国内票房达1亿元的奖励500万元，达5亿元的奖励800万元，达10亿元的奖励1000万元，此后票房每增加1亿元增加奖励100万元，最高奖励3000万元。
“政策包”还对具备国际视野的“广东创造”明确予以奖补。例如，在影视产业方面，“政策包”对境外发行广东出品影片给予最高500万元奖励。在电竞行业方面，“政策包”明确，力争在2030年以前引进2项以上国际顶级赛事在省内落地。
当前，广东正实施“百万英才汇南粤”行动计划。此次发布的六大“政策包”中饱含揽才决心。例如，动漫影视产业“政策包”提出，鼓励全球高水平动画专业人才落户广东，重点引进原画师、剪辑师、AI动画师等专业人才。
2024年，广东人工智能核心产业规模超过2200亿元，稳居全国第一方阵；全省人工智能核心企业超过1500家，人工智能领域国家专精特新“小巨人”企业数量全国第一。此次发布的多个“政策包”强调了人工智能技术在文化产业中的应用。
“政策包”还突出广州和深圳的作用。例如，演艺市场“政策包”提出，支持广州、深圳打造国际演艺之都。
